For 95% of the population here in Japan, that's a pretty tough question. I've never actually seen or met anybody who doesn't own one in Tokyo. My own snazzy green mobile pictured on the left, while technologically miles ahead of the competition in North America, is definitely obsolete in Japan. These days mobile phones come with digital cameras, video cameras, TV's, email, internet access, games, and that's just considered normal! Pretty soon mobile phones will be making us breakfast and walking the dog in the morning. Don't believe me? Just remember you read it here first.
